Positioning services reforms and negotiations for development

Meeting in Nairobi, Kenya from 14-16 November, experts and policy makers from national governments, Regional Economic Communities (REC), the private sector and other non state actors throughout Sub-Sahara Africa will convene to discuss efforts to integrate and grow the services sector.
Convened jointly by the International Lawyers and Economists Against Poverty (ILEAP), the International Centre for Trade and Sustainable Development (ICTSD), and – on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) – the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), the workshop aims to facilitate an enhanced understanding on the linkages between services reforms, negotiations, and sector development, while promoting greater coherence in the use of services negotiations and integration as a tool for service sector policy development.

Les négociations APE entre l'Afrique Centrale et l'UE sur les services L’Hôtel Résidence la Falaise - Douala, Cameroun

Sur la base des orientations du Comité des Ministres de l’Afrique Centrale en charge des négociations APE, réuni à Douala le 22 Février 2010, des réunions d’experts ont eu lieu dans le domaine des services et des investissements. Au terme des réunions de Kinshasa, Douala et Bruxelles, et conformément à la Feuille de route, du Programme des reformes en matière de service en Afrique Centrale, Programme arrêtée conjointement entre la région et l’Association des Juristes et Economistes Internationaux Contre la Pauvreté (JEICP), un atelier régional est convoqué pour faire l’état des lieux des négociations dans le domaine des services, d’une part, et poursuivre la mise en œuvre des engagements découlant dudit programme d’autre part.
A cet effet, une série des questions jugées prioritaires devront faire partie de l’agenda du Groupe de Travail sur des Services et des Investissements (GTSI) permettant de préparer la région à la poursuite des négociations avec la partie européenne.

Supporting Service Sector Development and Negotiations Mensvic Grand Hotel – Accra, Ghana

Services experts and officials from across the region are expected to provide a myriad of advice and support to their respective Ministries, governments and firms on issues related to service sector development, regulatory reforms and the role of services negotiations. This calls for synthesizing an adequate understanding of broader policy objectives vis-a-vis services sector development, the current state of affairs in any number of sectors, the role of regulatory reforms to underpin sectoral development, as well as the role, if any, for services negotiations and commitments to support such efforts.
This training session was convened to enhance the capacity of a select group of services experts from West Africa, alongside officials from the ECOWAS and UEMOA Commissions, to better understand the elements needed to design, manage and implement a more comprehensive approach to services sector development and in particular to situate the preparation of services negotiations within broader sector development objectives. Participants were thus able to generate a more detailed understanding of the substantive and process requirements for doing so, including with respect to approaches for undertaking regulatory/policy audits and assessments of sectoral competitiveness.

Towards an East African Coalition of Service Industries (CSI)
First Meeting of the Steering Committee

This meeting aimed to assist stakeholders to move forward on the basis of previous recommendations and facilitate the formation of an East African Coalition of Service Industries (CSI) by bringing together the first meeting of the regional CSI Steering Committee. The general objective was to put in place a road map on the specific steps needed to bring the regional CSI into being by the 3rd quarter of 2010. More specifically, the meeting aimed to:
- Enumerate, inter alia, a draft mandate/mission statement, objectives, initial activities and sectors, organizational structure and membership criteria of the CSI;
- Outline a plan for securing the requisite resources to initiate operations, including for dedicated staff in the short-term;
- Identify activities for which the CSI could prioritize for initial interventions, including vis-à-vis communications; and
- Identify national and regional ‘CSI champions’ from the private and public sectors.

Expanding Exports and Building Consensus on Services Reforms and Negotiations: a Coalition of Service Industries in Ghana

Despite the role services coalitions can play in increasing services exports, as well as facilitating more effective engagement on services reforms and negotiations, their presence in Africa is virtually non-existent, with Ghana being no exception.
In response to this perceived gap, a workshop was organized on 15-16 June 2010 in Accra, Ghana to help create awareness about the role of services coalitions in expanding exports and pursuing services reforms and negotiations, as well as to promote information and knowledge sharing amongst stakeholders of national/regional experiences with services associations. Building consensus for such a coalition was thus a key expected outcome. By helping to elaborate on how such coalitions can be properly situated within the existing institutional landscape, the ultimate aim was to help catalyze the formation of a national coalition of service industries (CSI) in Ghana.
