| A central focus of ILEAP’s work is providing analytical support at the regional negotiating level. This includes commissioning timely economic and legal analysis to inform national and regional processes as well as convening workshops to inform negotiating positions.
The main elements of the ILEAP work programme between 2005 and 2008 in this domain involve the following:
- Support the preparation of background papers on specific developmental concerns for the regions, such as on mainstreaming development in regional Economic Partnership Agreements (EPAs) between the African, Caribbean and Pacific group and the EU, and ensuring coherence on specific negotiation issues between EPAs and the WTO.
- Enhance the analytical capacity of African and Caribbean scholars preparing background and impact assessment studies commissioned by national governments or regional economic communities.
- Appoint regional legal advisors to assist in summarizing the outcome of negotiating phases into articles of potential agreement. Such reports could help advise regional decision-makers as to what issues need to be considered for further discussion
- Establish synergies among EPA regions through opportunities for sharing best practices and lessons learned from past experience.
