The negotiations between the ACP regions and the EU on the services and investment
provisions of a comprehensive EPA are likely to have a different dynamic to the
negotiations leading to the conclusion of the Interim EPAs (IAs). Neither side will be
able to force the negotiations to conclude. Nonetheless, it is important for the ACP States
to be realistic about the prospects of the EU agreeing to provisions substantially different
